I saw a negative speed bump

the other day at a strip mall. It was speed bump sized but about 2 inches deep and was immediately followed by a positive speed bump about 2 inches high. It kind of looked like there used to be a speed bump there but someone removed it. I think it was stolen. Those speed bumps can be a hot commodity on Ebay I am sure.
